Ok lawn nuts...i need some steps on overseeding my lawn....

I have very clay soil and a ton of weeds as i did not do a good job with any summer products at all to keep the weeds away like i did in the spring.

So #1 soil is essentially clay
#2 A ton of weeds.

Should i tackle the weeds and then reseeds weeks later?

Or just scalp the lawn, this is what i'm leaning towards.
I did not bag grass all year so i'll need to dethatch, correct?
Haven't aerated in 2 years, i think i need to do that.

I also really really want to add a ton of top soil as well. I've wanted to add sand to level the lawn but i've read that clay soil and sand aren't a good mix. Should i add top soil instead? Want to add a good level. Was thinking of having them deliver about 10 cubic yards of top soil in the driveway.

The finally i was going to overseed and then throw some peat moss over top and of course water.

So in short:

1)Scalp?
2)Detatch, remove any clumps of weeds i can by hand
3)Aerate
4)Add an inch of top soil?
5)Overseed
6)Roll lawn
7)Peat Moss
8)Water all the time.

Any nutrients to add during any of these steps?

It's only a quarter acre of land, so not a huge project.

Thanks in advance!
